Luis Hernandez

LLuis Hernandez is the Vice-President of Operational Surveyors, Inc. He is also the Senior Program Manager for Supply Chain Services, Industrial Security Division, Administration for Strategic Preparedness and Response (ASPR) at US Department of Health and Human Services (HHS). His work focuses on providing intelligence analysis to ASPR on critical infrastructure protection, intellectual property rights protection, and supply chain risk management (SCRM). Luis is a retired Special Agent with the Defense Criminal Investigative Service (DCIS), where he served as the Program Manager for Counter-Proliferation Investigations.
He served as the DCIS Liaison to the DHS Export Enforcement Coordination Center (E2C2) and the FBI's Counter Proliferation Center. Luis deployed to Afghanistan with DCIS as a Member of the International Counter-Corruption Task Force. Luis previously served as a Special Agent with the Food and Drug Administration Office of Criminal Investigations and the Department of Commerce, Office Export Enforcement. Prior to his civilian career, Luis served as a Russian Linguist, inspector/interpreter on the Intermediate Nuclear Forces Treaty (INF) and the Strategic Arms Reduction Treaty (START) at the Defense Threat Reduction Agency (DTRA). He holds a bachelor’s degree in Business Management from National Louis University and a master’s degree in Public Policy Administration from Georgetown University.
