Diane Keep serves as Vice President and Director of Contracts at Operational Surveyors, Inc., where she brings more than 25 years of experience in government and commercial contracting. Since joining the company in 2015, Diane has been the chief architect of OpSurv’s contracting infrastructure—driving compliance, optimizing business operations, and aligning strategic initiatives with contractual and regulatory requirements. As a core member of the leadership team, she oversees contract negotiation, proposal management, and pricing strategy, ensuring operational excellence and customer satisfaction across federal engagements.

Diane is widely recognized as an expert negotiator with a deep understanding of contract law, pricing strategy, and project delivery. Her leadership history spans key roles at Leidos, Lockheed-Martin, and Northrop Grumman, where she led major initiatives supporting the U.S. Air Force, DHS, NASA, DARPA, and other defense and civilian agencies. Whether negotiating complex aircraft procurements at the Skunk Works or implementing enterprise-wide compliance systems, she has consistently delivered results—enhancing profitability, mitigating risk, and streamlining performance across multi-million-dollar portfolios.

With a foundation in business administration from the University of La Verne and legal studies at the George Washington University School of Law, Diane blends business acumen with legal precision. She is known for her ability to lead teams, mentor emerging professionals, and introduce tools and systems that elevate operational performance.
